GD08 – A361 Portmore to Landkey Stage 1

Portmore Roundabout is located east of Barnstaple at the junction of the A361 North Devon Link with the A39 Eastern Avenue. It is the main eastern access for Barnstaple and it is a key junction on the A361\A39 strategic corridor linking the M5 and national road network to North Devon, Torridge and North Cornwall. The junction carried around 2,000 vehicles in the AM and PM peak hours and experienced congestion in the peak workday and holiday periods with capacity exceeded on all arms.

Significant growth is planned in Northern Devon, including up to 5943 new dwellings and 30 ha of employment in Torridge and 3885 new dwellings and 26 ha of employment in North Devon. The junction improvement will provide additional capacity to accommodate the increased travel demand resulting from this growth. The scheme involves widening on the approaches to the roundabout and increasing the size of the roundabout itself.

The junction improvement unlocks 2.8ha of employment space and 170 of the planned 250 houses at Mount Sandford Green and provides future junction capacity to cater for traffic growth in the wider area.

The objectives of the scheme are to:-

  1. Ensure the operational effectiveness of the strategic A361 route.
  2. Support development growth in Barnstaple.
  3. Accommodate increased traffic movements from Barnstaple.

Outputs:

The scheme supports the delivery of 500 jobs and 250 houses

    David Ralph

    Chief Executive

    David Ralph started as Chief Executive of Heart of South West LEP at the beginning of June 2018. Previously, he had spent 5 years as CEO of the Derby, Derbyshire, Nottingham, Nottinghamshire (D2N2) LEP from 2013 where he oversaw the development of the D2N2 Strategic Economic Plan and sector strategies, 3 Growth Deals with HM Government to deliver a £1billion capital investment programme, securing and implementing £200m ESIF programme, the Derby and Nottingham Enterprise Zone, the D2N2 Skills Deal and Time for Innovation programme, community fund and led the executive team to develop the HS2 East Midlands hub. He was also closely involved in the proposed North Midlands Devolution Deal and one of the key architects in establishing the Midlands Engine, chairing the officer steering group. Whilst in this role David was a NED of the Nottingham Enterprise Zone, and Marketing NG, the Outer Estates Foundation and a Governor of Nottingham College and on the advisory Board of Nottingham Business School.

    Before the East Midlands, David was CEO of the Have Gateway Partnership working closely with local stakeholders including the ports of Felixstowe, Harwich and Ipswich and BT Adadastral Park across Suffolk and Essex and prior to that was Chief Exec of the Barton Hill New Deal for Communities programme in Bristol and the Nelm Development Trust in Norwich.
